The City of Tower contracts with Breitung Police Department for police coverage. Officers are available 24 hours a day and 7 days a week. Breitung Police Department also assists the St. Louis County Sheriff's Office, Bureau of Indian Affairs, Minnesota State Patrol, Minnesota Department of Natural Resources Enforcement Division, and the Boundary Waters Drug Task Force on calls.

Under the Minnesota Emergency Management Act of 1996 (Chapter 12) the State created the Division of Emergency Management and required creation of local organizations for emergency management in the political subdivisions of the state, including the City of Tower. The main purpose is to “…provide for the rendering of mutual aid among the political subdivisions of the state, with other states, and with Canadian provinces and to cooperate with the federal government with respect to carrying out of emergency management functions; and to ensure that financial assistance made available to the state of Minnesota and to eligible applicants in the state, as a result of natural or other disasters, is provided in accord with established rules and regulations.” (Chapter 12.02, subd 1)
